Program Policies

ADMISSION

Admission is open to all children regardless of race, national origin, or handicapping condition. The only criterion for admission is that the child and her/his family can benefit from participation in the program as determined by the Director and family.

Children are selected for admittance to the program on the basis of:

  1. Child's age: Children must be 3 by September 1 to enroll in the program. Children whose ages make them eligible for kindergarten are not ordinarily admitted.
  2. Application date: The CDL maintains a waiting list. Early application is the best means of assuring available space when you seek enrollment. Application form (link).
  3. Available openings: The typical class size in the is 16-18 children in the AM program, and 18-20 in the PM program.

TUITION PAYMENTS

The preschool is operated on a self-sustaining basis and children's tuition payments cover equipment, supplies, insurance, maintenance, and food expenses.

*Tuition is $420.00 per semester for both AM/PM programs

Fees are charged on a semester basis and must be paid in full by the end of the semester in order for the child to be enrolled for the next session.

Billing is handled through the Receivables office of the university. You will receive an initial invoice from the Department of Human Development, but thereafter you will receive monthly statements from Receivables. You should remit payment to Receivables, with checks made payable to WSU. Tuition payment may be made in one installment, or monthly payments. Below are deadlines for payment. You may contact Karey Strong, the Human Development Fiscal Specialist at 335-8467 with questions about your billing.

Fall Semester Spring Semester
By September 30 $125.00 By January 31 $140.00
By October 31 $125.00 By February 28 $140.00
By November 30 $125.00 By March 31 $140.00

Payment for each semester's tuition must be complete by the end of that semester, unless other arrangements are made with the director.

A deposit of $45.00 is required at the time that an enrollment slot is offered for your child. If, after paying the deposit, you choose for your child not to attend the CDL, you forfeit the deposit. Otherwise, the $45.00 is applied to your child's tuition.

ATTENDANCE

Regular attendance is important for children to receive the maximum benefit from the program. Children are expected to attend regularly and be present for the entire session. In order for teachers to effectively plan for the day and to be aware of scheduling needs for each individual child, we request that parents notify the program when the child will be absent, arriving late, or leaving early.

WITHDRAWAL FROM THE PROGRAM

If a child is withdrawn from the program during the first month of school, no charge will be made. If the child is withdrawn after the month, full tuition will still be charged.

No refunds for absences will be made.

A child's enrollment may be terminated at any time by joint decision of the Director and the Chair of the Department of Human Development, in consultation with the Supervising Teacher for the child's classroom. Reasons for termination include: a. The program does not meet the needs of the child and/or the child's family; b. Tuition payments have not been submitted and no arrangements for payment by the family have been made; c. The family fails to cooperate with the preschool staff in operation and management of the program (e.g., consistently fails to pick up child on time, brings visitors without prior arrangements, sends ill child to school, etc.).

INCLEMENT WEATHER POLICY

The CDL will be closed when weather conditions force closure of WSU. Listen to local radio and television stations for announcements of closures. Hours of operation will coincide with the University class schedule. Therefore, we may be opening late, closing early or be closed all day, depending upon the University's decision.

FOOD/SNACK SERVICE

Snack time is part of the daily routine and careful consideration is given to the nutritional components of the food served. The children sometimes help prepare and serve the snacks. If a child has any food allergies, these should be included on the information forms provided. Other dietary restrictions, such as religious prohibitions should also be noted. Children will be encouraged to eat what is served, but are never required to eat or drink what they do not wish. All staff are required to have Washington State Food Handlers Permits and the CDL maintains standards necessary for obtaining a Food Handler's Certificate.

IMMUNIZATION AND ILLNESS

The State of Washington requires that children in groups be immunized and all children must be fully immunized prior to attending the CDL. Free or low cost immunizations are available through the Health Department.

The child's teacher needs to be informed of any diagnosed communicable diseases the child develops so other parents whose children may have been exposed can be notified. Children who are mildly ill and are comfortable at school may attend. The decision about the attendance of a mildly ill child will be made by the Supervising Teacher, in consultation with the parent of the child. Children with certain symptoms (high fever, vomiting, mouth sores) will be excluded. (See Appendix D for the list of criteria used to determine exclusion.)

The CDL does not have the staffing or physical facility to care for ill children who are not comfortable enough to participate in the planned activities. If a child becomes ill at school, the parents will be contacted as soon as possible.

Children who have been seriously ill should have permission from a doctor before returning to school.

Prescription medication can be administered to children at school, if prescribed by a licensed health care provider and with parental release to do so. (See Appendix E for a copy of the medication release form).

PARTICIPATION IN RESEARCH PROJECTS

Parents sign an agreement for their children to participate in research studies approved by the Director of the CDL. All studies must have approval from the WSU Institutional Review Board for the use of human subjects before they can be completed in the CDL. Before a research project begins, parents will receive notification about the study, including specific information about what their children will be asked to do, if the child chooses to participate. Parents will have the opportunity to decline to have their child participate in any study. If a parent gives permission for a child to participate, but the child chooses not to, the child's wishes are respected.
